RESUMEN

Se presentan algunas consideraciones generales sobre el “modelo de crecimiento expansivo” que rige la ciudad de Santiago. Dentro de esta perspectiva, se identifican algunas condiciones específicas que, en las últimas décadas, reproducen este fenómeno. Se definen en forma operativa algunas variables y unidades de análisis para su representación. La descripción del modelo y sus patrones, sirve de base para la revisión de las teorías de localización de las actividades urbanas y en particular las teorías de localización residencial. El análisis se centra en los conceptos de “localización preferente y eficiente” y su condicionamiento territorial, ambiental, económico, legal, etc., para su aplicación en la construcción de instrumentos de planeamiento y gestión urbana. Se define como uno de estos instrumentos las denominadas “zonas o polígonos de localización preferente / eficiente” y se considera su relación con diversas variables estratégicas de planeamiento metropolitano y habitacional.

 

ABSTRACT

The research presents some general considerations about the “model of expansible growth” governing Santiago city. Within this perspective it identifies some specific conditions reproducing this phenomenon en the latest decades. It also defines executive ways for the representation of some variables and analysis units. The investigation uses the model description and its patterns as the basis for the revision of the urban activities location theories and in special the residential location theories. The concepts "efficient and preferential location" and its territorial, environmental, economic and legal conditioning factors are the center of the analysis for the application in the construction of planning and urban administration instruments. One definition for this instruments are the so-called " efficient / preferential areas" with a consideration of it relation with different strategic variables of metropolitan and residential planning.
