RESUMEN

Desde diversas dimensiones teóricas, se aborda el problema de la reconstrucción de  asentamientos humanos, producto de catástrofes naturales. El objetivo es dar cuenta de los roles que los distintos actores sociales desempeñan ante estas catástrofes. Este análisis se desarrolla en el marco de la política de debilitamiento de las competencias y marcos de acción técnico-jurídicos de los instrumentos  de planificación territorial, en la sociedad chilena de las últimas décadas. En este sentido, la noción de riesgo en las sociedades contemporáneas, es considerada un telón de fondo para evaluar la participación de estos múltiples actores. El artículo aborda a los actores partícipes del proceso de reconstrucción de las zonas afectadas por el terremoto del 27/F.

ABSTRACT

From diverse theoretical dimensions, the problem of reconstruction of human establishments, product of natural catastrophes is approached. The objective is to take account of the roles different social actors carry out before these catastrophes. This analysis is developed framed under the weakening politics of the competitions and technician-juridical framework for action of the instruments of territorial planning, in Chilean society of last decades. In this, the risk notion in contemporary societies, a backdrop is considered to evaluate the participation of these multiple actors. The article approaches the participant actors of the reconstruction process of the areas affected by the earthquake of the 27/F.
