RESUMEN

El artículo presenta un recorrido por la historia de la Vivienda Social en Santiago durante el siglo 20. El objetivo es reconocer los discursos generados por las elites en torno al problema de las condiciones de  habitabilidad de los sectores  populares, desde una interpretación del accionar del sector público en el ámbito de la vivienda social.

Se reconocen para esto, cuatro momentos caracterizados por un actuar institucional específico. Estos son: El periodo originado con la creación de la Ley de Habitaciones Obreras en 1906;  El periodo correspondiente a la creación de la Caja de la Habitación Popular en 1936 y que llega a su máxima expresión con la creación de la Corporación de la Vivienda CORVI, en 1953;  El periodo que se inicia en la década de los 60  con la creación del Ministerio de Vivienda y Urbanismo y la Corporación de Mejoramiento Urbano; y finalmente, al nacimiento de la ciudad neoliberal durante mediados de los años 70.

ABSTRACT

The article presents a journey around the history of Social Housing in Santiago during the 20th century. The objective is to recognize the discourses generated by elites around the issue of living conditions of the popular sectors, from an interpretation of the actions of public sector in the field of social housing.

Four times characterized by a specific institutional act are recognized for this. These are: The term originated with the creation of the Workers Rooms Act in 1906, the period of creation of the Popular Housing Fund in 1936 and reached its peak with the creation of the Housing Corporation CORVI in 1953, the period commencing on the 60's with the creation of the Ministry of Housing and Urban Development and Urban Improvement Corporation, and finally, the birth of the neoliberal city during the mid-70s.
