RESUMEN
En el campo de estudio del “desarrollo urbano”, en Santiago de Chile, destaca una nueva tendencia dentro de la práctica del “planeamiento urbano”. Se observa mayor exigencia en cuanto a la evaluación de sus resultados y el grado de cumplimiento de los objetivos propuestos. En este contexto, se acrecienta la insatisfacción de las comunidades, y se advierte una supuesta ineficacia de las intervenciones “desde afuera”, propuestas por el Estado.

De acuerdo a lo señalado, se analizan los instrumentos estadísticos tradicionales, así como los nuevos instrumentos para el desarrollo local, englobados en el concepto de “participación ciudadana”.

En este marco, se estudian instrumentos de medición del desarrollo humano y social que apuntan más allá del valor tradicional economicista. Se analiza, entre otros, el “índice de desarrollo humano”, el “índice de competitividad comunal” y el “índice comunal de cohesión social”. Estos buscan recursos internos de la comuna para aplicar como fortalezas en las estrategias de desarrollo local.

A través del análisis de índices y casos de implementación de proyectos emblemáticos, se propone la construcción de un índice de “capacidad de gestión” de las comunas del Gran Santiago. Dicho índice no sólo se explicaría por el nivel o tipo de desarrollo alcanzado por el sistema y por el escenario, si no también, permite identificar factores internos que lo constituyen. Este instrumento permitiría una efectiva práctica real del “desarrollo local”.

ABSTRACT
In the field of study of “urban development” in Santiago from Chile, highlights a new tendency inside the practice of “urban planning”. Bigger demand is observed ace for the evaluation of its results and the grade of execution of the proposed objectives. In this context, discontent of communities increase, and a supposed inefficacy of the interventions "from out" proposed by the State is noticed.

According to that pointed out, the statistical traditional instruments are analyzed, as well as the new instruments for the local development, included in the concept of “civic participation.”

In this framework, measure instruments of human and social development that point beyond the economicist traditional value are studied. It is analyzed, among other, the "index of human development", the "index of communal competitiveness” and the "communal index of social" cohesion. These look for internal resources of the commune to apply as strengths in strategies of local development.

Through the analysis of indexes and implementation matters of emblematic projects, it is proposed the construction of an index of "capacity of management" of Great Santiago's communes. This index would not only be explained by the level or development type reached by the system and for the scenario, if not also, it allows identifying internal factors that constitute it. This instrument would allow an effective real practice of “local development".
