RESUMEN
En la Región Metropolitana de Chile se reconoce una segmentación territorial que permite individualizar zonas prósperas y zonas rezagadas. Dicha segmentación genera una estructura urbana conflictiva cuyas consecuencias inciden en la calidad de vida de la población, pérdida de identidad de barrios y segregación social.  Si bien, existe una cobertura total en los distintos barrios, en cuanto a infraestructura básica y servicios, pueden apreciarse diferencias en la calidad de vida urbana entre estos.

Se hace necesario, complementar las decisiones de ordenamiento territorial y urbano, a través de nuevas instancias como: la provisión de espacios públicos de calidad, revalorización del patrimonio, efectiva participación y acceso a los bienes públicos, y una decidida gestión comunal.

El presente documento sintetiza el origen, funciones, alcances y condiciones del concepto de diseño urbano. Propone, a través del estudio de un conjunto de proyectos de desarrollo local, nuevas variables que inciden en la elaboración de un proyecto urbano. Entre estas nuevas variables, se cuenta con la ambiental, la identitaria y la de participación ciudadana, exponiendo casos en los cuales poseen gran incidencia. Se reflexiona en torno a cómo estos proyectos, se transforman en oportunidades de desarrollo, capaces de revertir la insatisfacción con la ciudad que habitamos.

ABSTRACT
In the Metropolitan Region of Chile a territorial segmentation is recognized that allows individualizing successful and left behind areas. This segmentation generates a conflicting urban structure whose consequences impact in the quality of population's life, neighbourhood’s loss of identity and social segregation.  Although, in different neighbourhoods exists total covering, as for services and basic infrastructure, can be appreciated differences in the quality of urban life among these.

It becomes necessary, to supplement territorial classification and urban decisions, through new instances like: the provision of quality public spaces, revaluation of the patrimony, effective participation and access to the public goods, and to communal management solves.

The present document synthesizes the origin, functions, reaches and conditions of urban design concept. It proposes, through the study of a projects group of local development, new variable that impact in the elaboration of an urban project. Among these new variable, it is had the environmental one, the identitario and that of civic participation, exposing topics in which possess great incidence. It is meditated around how these projects, become development opportunities, able to revert dissatisfaction with the city we inhabit.
