RESUMEN
El texto explora los contenidos valóricos y filosóficos que se han organizado en torno a conceptos tales como Calidad de vida, desarrollo sustentable, equidad étnica y social. Pone de relieve su origen como expresión de la conciencia social y científica, frente a la constatación de los efectos negativos en la calidad de salud social y ambiental del planeta, que están generando las actuaciones humanas en el territorio y en la sociedad. Examina en especial su carácter de objetivos transversales de nivel global, orientados a mejorar las condiciones de vida y salud del sistema planetario, y examina su potencialidad para revertir los efectos nocivos de los modelos de gestión que se aplican desde un orden central.
El análisis se centra en la generación y posicionamiento de los discursos organizados en torno a estos conceptos, con miras a perfilar su viabilidad en cuanto expresan objetivos insertos en el modelo económico, social y político de las sociedades actuales. Para ello se analiza la instalación de estos Conceptos-Objetivos en el ámbito de gestión y administración de políticas sociales y territoriales y sus orientaciones hacia el bien común. Se advierte la limitada inserción de los principios de equidad y sustentabilidad en el espacio cultural chileno y la estructura valórica dominante.
En especial, se examina la operatividad de estos conceptos en cuanto respuesta frente a la evidencia de los efectos socio-ambientales que tienen su mayor expresión en la cotidianeidad de aquellos que han perdido las posibilidades de gestionar su territorio y sus componentes o “recursos”. Se cuestiona el alcance de sus significados frente a la situación de la población más pobre, crecientemente inhabilitada para hacer uso de sus habilidades (propias de lo humano y del habitar) para la construcción de su vida familiar. Y se advierte, en el caso nacional, sobre la estrechez del espacio cultural para la instalación de estos conceptos en el quehacer cotidiano.

 ABSTRACT
The text explores the values and philosophical contained that have been organized around such concepts as Quality of life, sustainable development, ethnic and social justness. It puts of relief their origin like expression of the social and scientific conscience, in front of the verification of negative effects in the quality of social and environmental health of the planet that are generating by human performances in the territory and in the society. Especially examine its character of traverse objectives of global level, guided to improve conditions of life and health of planetary system, and examine its potentiality to revert noxious effects of management models that are applied from a central order.

The analysis is centered in the generation and positioning of organized speeches around these concepts, with an eye toward profiling its viability as soon as they express objectives contained by economic, social and political pattern of the current societies. For it, is analyzed the installation of these Concept-objectives in the management and social and territorial political administration environment and their orientations toward the very common good. It is noticed the limited insert of principles of justness and sustainability in Chilean cultural space and dominant value structure.

Especially, the operability of these concepts is examined as answer in front of the evidence of the partner-environmental effects that have its biggest expression in the everyday of those that have lost the possibilities to negotiate its territory and its components or "resources." The reach of its meanings is questioned in front of the poorest population's situation, increasingly disabled to make use of its abilities (characteristic of human being and of inhabiting) for the construction of its family life. And it is noticed, in national case, about the hardship of cultural space for the installation of these concepts in the daily chore.
