RESUMEN

Este artículo se plantea desde el contexto de la construcción de obras de infraestructura vial en la ciudad de Santiago, Chile. A través de una revisión de prensa y opiniones expuestas en documentos de internet se explora al ámbito de la creación de discursos de oposición contra las autopistas urbanas. Se distinguen los argumentos considerados como responsabilidades propias del diseño de autopistas, así como aquellos que aluden a elementos culturales y estéticos. Es en este último aspecto donde se examinan los discursos de resistencia a las obras de infraestructura vial.

Se examinan casos presentados a la comunidad por diferentes medios informativos. Además se revisa el proyecto de conservación del High Line de Nueva York, pista de trenes elevada que incita la inusitada defensa por parte de la comunidad. Finalmente, se plantea la pregunta respecto a los aspectos requeridos para un diálogo con la comunidad, al momento de diseñar una obra capaz de modificar el paisaje urbano y las formas de vida tradicional asociadas a los barrios.

ABSTRACT

This article is outlined from the context of the construction of works of infrastructure vial in Santiago's city, Chile. Through a press revision and opinions exposed in internet documents it is explored the creation environment of opposition speeches to the urban freeways. Are distinguished the arguments considered as own responsibilities of the design of freeways, as well as those that mention cultural and aesthetic elements. It is in this last aspect where the resistance speeches to the works of infrastructure vial are examined.

Cases presented to the community by different informative means are examined. Also the project of conservation of High Line of New York is revised, high track of trains that incites the unusual defense from the community. Finally, it is outlined the question regarding the aspects required for a dialogue with the community, at the time of design a work able to modify the urban landscape and the traditional forms of life associated to the neighborhoods.
