RESUMEN

En la medida que las sociedades que ocupan y crean la ciudad, crecen y se desarrollan, aumentan sus niveles de complejidad e intensidad en el uso del suelo. Así como aumenta también la extensión del suelo utilizado.

En ese proceso, se acrecientan todas las formas de efectos ambientales que produce el funcionamiento y construcción de la ciudad. De la misma manera, aumentan también los niveles de presión social sobre el suelo que conforma la ciudad, su entorno, y sobre el grupo social propiamente tal. En ese contexto, la planificación, ordenamiento y regulación del uso del suelo, se hacen indispensables para una gestión armónica y controlada de los múltiples actores que presentan intereses sobre la ciudad. Especialmente, aquellos actores que ven en el suelo un recurso económico y proclive de ser explotado y especulado; muchas veces mediante el manejo, control y modificación de los propios sistemas de regulación.

En ese marco, este artículo quiere actualizar a la comunidad sobre las discusiones parlamentarias para la modificación de regulaciones territoriales vigentes; y los intereses económicos que se expresan en ella. Tema que toma especial interés cuando se ha aprobado la ampliación del suelo urbano en la ciudad de Santiago.

ABSTRACT
According as societies that occupy and create the city grow and develop, their levels of complexity and intensity increase in the use of the floor. As well as it also increases the extension of used floor.

In that process, increase all forms of environmental effects produced by the operation and construction of the city. In the same way, also increase the levels of social pressure on the floor conforms the city, its environment, and on the social group. In that context, the planning, classification and regulation of the use of the floor become indispensable for a harmonic and controlled management of multiple actors’ present interests on the city. Especially, those actors that see in the floor an economic resource inclined to being exploited and speculated; many times by means of the management, control and modification of the own regulation systems.

In that context, this article wants to upgrade to the community on the parliamentary discussions for the modification of effective territorial regulations; and the economic interests are expressed on them. Matter takes special interest when the amplification of urban floor has been approved in Santiago's city.
